In Innisfil, where a lot sits decides a large part of the bill before a single plan is drawn. We are based here, so you can sort out both questions in person.
If you are looking for a custom home builder Innisfil is home to, here is the part most quotes leave out. The Town of Innisfil charges a new single detached house a town-wide development charge of $61,915, and then, depending on which service area the lot is in, an area water and wastewater charge of up to $63,925 more. Two identical houses can start more than $60,000 apart on paper because of the lots they sit on.

Most people comparing innisfil home builders are comparing websites and quotes. Ours comes with an address you can drive to. The Carlyle, at 1942 Commerce Park Drive, is a finished 3,174 sq ft Panoramics home with three bedrooms and three and a half baths, and it doubles as our design centre. You can stand in the great room, look at the trim and timber up close, and sit down with the people who would build your house.
Choosing a new home builder in Innisfil Ontario is easier when you can stand in their finished work, and that matters more for an Innisfil client than for anyone. When the design centre is minutes from your lot, picking flooring, countertops, cabinetry and paint is a short drive rather than a day trip, and you can come back as often as the decisions need. It is open Monday to Friday from 9:30 to 4:30 and Saturday from 10 to 4, and nobody needs an appointment.
A&R has had a location on Highway 400 in Innisfil for generations of homeowners, and the family has run it for two of them. Rene Ouellet Sr. founded the company as A&R Carpentry in 1973. Rene Ouellet Jr. took it over in 2018 and renamed it A&R Design Build, keeping design, approvals and construction under one roof.
The Town’s permit package for a new single family dwelling warns that development charges may be added to the permit fees, and the balance is due before the permit is issued. They belong in the budget on day one, not in the last month of planning. The Town of Innisfil publishes them by service area. The chart below sets out the figures for one single detached house from the Town’s pamphlet for developments outside the IDAG agreement, effective April 1, 2026.
Three things to take from it. First, the town-wide figure applies everywhere in Innisfil. It pays toward roads, parks and recreation, fire, police, the library and the rest of the Town’s growth services, and the single largest piece of it is roads and related, at $28,460.
Second, the area charge only applies where the service does. The pamphlet says the area schedules are collected for the services that are available, which is why a lot on a private well and septic system sits at the bottom of the chart. That does not make a rural Innisfil lot cheaper overall: you are paying for the well and the septic bed instead, and we put both in the site work quote.
Third, the chart is not the whole bill. The Town also collects education development charges on behalf of the Simcoe County District School Board ($3,711) and the Simcoe Muskoka Catholic District School Board ($2,372) per dwelling, and the County of Simcoe’s own development charge, which the County’s By-law 6930 sets at $14,975 for a single detached dwelling from January 1, 2026. All of them are indexed, the Town’s each April 1. When we price a custom home in Innisfil, we list these lines as the Town sets them, so you can see what is ours and what is not.
One more detail from the pamphlet is worth knowing if there is an old house on the lot. Demolish it and build within five years of the demolition permit, and the Town gives a credit against the new charge. The credit stays with the property.
The same split that changes the charges also changes the work. Here is how the two kinds of lot diverge before construction starts.
On a serviced lot, the Town’s permit package asks for a lot grading and site servicing plan with a zoning summary, sealed by an Ontario professional engineer or Ontario land surveyor. On a well and septic lot, the septic system is a permit of its own. The Town lists a new on-site sewage system, or changes to an existing one, among the projects that need a building permit.
Innisfil adds one obligation that a lot of buyers find out about late. Under its mandatory septic re-inspection program, the Town inspects systems on properties within 100 metres of the Lake Simcoe shoreline, municipal wells, and the rivers, streams, lakes and ponds of the Lake Simcoe watershed, once every five years. The regular inspection fee is $142. It is a visual surface check, but it means a septic bed near water in Innisfil is designed to be looked at again.
Well drilling, septic design and installation, clearing, grading and the driveway are all part of the site preparation we manage on a build, with Rene Ouellet Jr. overseeing that stage. On an Innisfil septic lot, the bed’s location and the house’s location are worked out together, at the site visit, before the design is final.
If your Innisfil property has frontage on Lake Simcoe or is in Alcona, there is an extra step. The Town’s Community Planning Permit System, approved by Council in June 2025, applies to those residential properties, and the planning permit is issued before the building permit.
The Town sorts applications into three classes. A design that meets every standard is Class 1. Minor relief within set limits is Class 2. Anything beyond that is Class 3, where owners within 120 metres are notified by mail and have 15 days to comment. The Town says it will deem an application complete or incomplete within five business days.
For a custom home, that makes the design brief a planning decision. The Town states that most residential projects are reviewed within 10 business days of a complete submission through Cloudpermit. Planning approvals, conservation authority clearance and the drawings themselves all come before that clock starts, which is why we take care of the approvals as part of the build.
